This position is being annouced as a Statistician, GS-1530-11/12/13. The full performance level of each selection will be determined by the center. This Direct-Hire position is in the Food and Drug Administration, with multiple locations throughout the U.S. and its territories.

Responsibilities

• Serve as a specialist in statistical methodology and review statistical methods for the analysis of data.

• Provide statistical regulatory support, evaluating and suggesting changes to clinical trial protocols, statistical methods, clinical trial design/conduct issues, analyzes data from clinical studies.

• Collaborate with other scientists in the evaluation of regulated studies and the conduct of primary research activities. Suggest changes to clinical trial protocols, including statistical methods, trial design and conduct issues.

•Perform statistical reviews of investigational applications and perform statistical reviews of marketing applications.

•Suggest and verify methods, analyses in pilot studies, clinical trials, laboratory studies and other research projects to ensure validity of inferences obtained from these studies.

• Use statistical and mathematical methods to draw inferences from data and to facilitate the Center's scientists in study design, data analysis, and data interpretation.

• Perform other duties as assigned

Basic Qualifications

• Degree: that included 15 semester hours in statistics or in mathematics and statistics, provided at least 6 semester hours were in statistics, and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing (Must provide transcript(s) at the time of application submission).

•Combination of education and experience: Courses shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

What you will do

 

This position as part of 'Design quality and reliability' team, responsible for improving the quality and robustness of design outputs for commercial HVAC units. As part of Engg Team, this role interfaces regularly with design engineers to provide quality improvement for new product development. This includes working on quality & reliability improvement strategic projects, mentoring design engineers on Design for Six Sigma tools and driving a Six Sigma culture. It involves collaboration with test labs to conduct Design of Experiments and support reliability tests.

 

How you will do it

 

• Responsible for the quality of new product development by facilitating Design for Six Sigma activities throughout the PDP process.
• Estimate new product quality issues and warranty forecasts by studying existing product Field analysis data. Identify gap to Quality targets. Develop quality improvement plan by identifying key components for critical to quality (CTQ).
• Lead strategic quality improvement projects for new commercial HVAC products and it’s components like Blower, Gas Heat, circuit boards, Condenser Motors, compressor, VFDs, sensors, etc.
• Facilitate and guide design team for robust product design by Tolerance Stack Up analysis, Design FMEA and six sigma tools-ANOVA & DOE.
• Support reliability team to develop and conduct reliability tests in labs to replicate failures and identify root cause.
• Leverage lean and six sigma tools to optimize design, reduce tests and overall product development time.

 

What we look for
Required


• Bachelors or Master’s Degree in Mechanical, Electrical, Electronics or Industrial Engineering.
• 5-7 years of experience in leading quality improvement projects using DMAIC, DMADV, and Lean methodologies in design, quality and testing.
• Certified 6-Sigma Black Belt by ASQ/Certified training center or equivalent. At least completed 3 projects with usage of DFSS tools like Design of Experiments, ANOVA and regression analysis. Advanced user of Minitab or any other DFSS software is must.
• Travel less than 10%

Preferred

• Knowledge of Reliability Engineering and Tests is preferred.
• Experience in New Product Development or Quality improvement in HVAC and Automotive industries preferred. Knowledge of manufacturing processes of HVAC components like Motors, Compressor, PCB, VFD, Sensors, etc.

The successful candidate for this position is a self-starter that will perform critical work in more than one of the major disciplines of Reliability Sciences engineering: Reliability, Maintainability, Testability and Systems Safety.

The Reliability Sciences Engineer learns and performs the following Reliability, Maintainability and Testability tasks:

•Analyzes customer provided requirements and develops a reliability, maintainability and testability program and plan(s) to achieve customer reliability objectives.

•Performs reliability and maintainability models and predictions to demonstrate compliance and track performance; performs maintainability predictions and testability calculations to demonstrate compliance and track performance.

•Analyzes environmental thermal and electrical conditions and performs stress /de-rating calculations.

•Performs maintenance task analysis and preventative maintenance analysis

•Performs failure mode and effect analyses (D-FMEA, FMECA, and P-FMEA) and formulates mathematical models, to identify items posing excessive failure and safety risks and support proposed changes in design.

•Provides guidance and recommendations to designers and management as an active participant on design teams to ensure reliability and maintainability objectives are met.

•Understands Design for Reliability (DfR) techniques and applies them on design projects.

•Determines test profiles for units requiring environmental/reliability growth type testing and specifies specific objectives of the tests and defines successes criteria.

•Performs Failure Reporting, Analysis and Corrective Action System (FRACAS) including data mining and trend analysis, failure analysis, root cause (RC) analysis, corrective action (CA) tasks employing industry RC/CA techniques and company processes.

The Reliability Sciences Engineer learns and performs the following System Safety tasks:

•Analyzes customer provided requirements and develops a system safety plan to achieve customer safety objectives and compliance.

•Reviews product systems, associated support equipment and facilities, functional specifications and operations, and establishes safety requirements for assigned systems.

•Independently analyzes and recommends safety criteria in system design, equipment and procedures to control or eliminate hazards.

Our Principal Reliability, Maintainability & Safety (RMS) Engineer performs the following:

1. Performs on projects as an individual contributor or a point person responsible to the program(s). Mentors and/or direct junior engineers as required. Supports those tracking labor and/or material expenditures for use in program control. The Principal RMS Engineer participates as an individual contributor or acts as cost account manager and/or leads on small scoped efforts as required.

2. Performs reliability and maintainability modeling and analysis and safety assessments requiring the full use and wide application of Engineering principles, theories, concepts and precedents. Conducts research to provide solutions to a wide range of technical problems and proposals. Makes independent technical decisions to further improve the RMS attributes of the equipment.

3. Negotiates, plans and conducts a variety of reliability and maintainability test to ensure meeting reliability/maintainability goals. Present findings and conclusions with recommended corrective actions to both internal management as well as our customers.

4. Performs failure trend analysis, failure investigation and Root Cause analysis. Coordinate failure analysis with vendors or failure analysis labs. Prepares/reviews failure reports for publication. Present findings and conclusions with recommended corrective actions to both internal management as well as our customers.

5. As an individual contributor or team member, actively participates in proposal activities. Prepares proposal inputs using Functional Bid Metrics, including time phased resources, and capture of Risks and Opportunities for management and/or mitigation.
